DOD PLANNING, PROGRAMMING, BUDGET AND EXECUTION (PPBE) PROCESS
InfoTechSVP supports DoD customers through The Planning, Programming, Budget and Execution (PPBE) process and incompliance with DoD Instruction 7000.14-R, “Department of Defense Financial Management Regulations (FMR). This enables InfoTechSVP to support programs, projects and initiatives from Initial Capabilities Definition through Operations & Support and Disposal, as well as, to support technology insertion and modernization activities. InfoTechSVP support Program Objective Memorandum (POM) development, budget and spend plan generation and tracking including “what if” drill responses, reclamas and tracking obligation and expenditure levels against benchmarks.
BUDGETING
InfoTechSVP provides budgeting services to help government and commercial customers prepare, align and execute finite resources to meet organizational and project objectives. For DoD customers, this is executed under the PPBE process and the budgeting phase focuses on one to two years of an organization’s or program’s budget to ensure it is efficiently applied to necessary activities to achieve program requirements and will be defensible under Office on Management and Budget (OMB) and Congressional scrutiny. For commercial customers, InfoTechSVP prepares and submits detailed project estimates to ensure the customer is aware of and appropriately plans the resources needed to meet corporate investment and operations objectives.
COST ESTIMATION
InfoTechSVP provides cost estimation services to help Government and Commercial customers define and manage their investments from design through operations and sustainment. For commercial customers the cost estimation services typically support cost comparisons of alternate viable solutions, the cost of applications, components and services with integration to produce the required IT solution/configuration and the cost of externally purchased services and recurring operations costs to implement and sustain a desired capability. For DoD and Government customers, InfoTechSVP performs technical analysis and evaluations to identify components or solutions that meet the program requirements, identify and verify specific vendor costs and/or a range of costs for components and provide cost data to support Independent Government Cost Estimates (IGCE). The cost estimating services are applied to initial project cost estimates for alternative designs and the initial cost baseline for the preferred design, cost estimate updates through the program’s lifecycle and to explore cost trade-offs as system components evolve and provide new capabilities or become end of life and have to be replaced. InfoTechSVP cost estimation services enable both commercial and DoD/Government customers to accurately identify and control the investment and operation costs of projects and programs to achieve organizational objectives.
